Installation with C++ interface

It builds and runs on several platforms, 
including Windows, Linux, macOS, Raspberry Pi,

system with HIP backend at the Oak Ridge Leadership Computing Facility, and
the `Perlmutter <https://www.nersc.gov/systems/perlmutter/>`__
system with CUDA backend
at the National Energy Research Scientific Computing Center.
